Odoo in Portugal: Portuguese Localization for Invoicing, Accounting and Tax Compliance

Can Odoo be used by a Portuguese company? Yes. With the right Portuguese localization, Odoo can support certified invoicing, accounting, tax reporting, payments and payroll while keeping everything inside the same ERP.

CAN YOU USE ODOO IN PORTUGAL?

Yes, but the Portuguese localization matters

With Oxalyo, Odoo supports Portugal as one of its fiscal localization countries. Fiscal localizations adapt Odoo to country-specific tax and accounting requirements and can affect Accounting, Point of Sale, eCommerce and other applications.

For a company operating in Portugal, however, choosing Odoo is only part of the decision.

Portuguese businesses have specific requirements around invoicing, document certification, ATCUD, QR Codes, SAF-T, communication with the Portuguese Tax Authority, VAT reporting, accounting and other fiscal obligations.

At Oxalyo, we implement Odoo in Portugal with the  Portuguese localization allowing companies to use Odoo while addressing those local requirements within the same platform.

So, when a Portuguese company asks us:

“Can we run our business on Odoo and still comply with Portuguese requirements?”

The answer is yes.

But compliance needs to be designed into the implementation from the start.

WHAT DOES PORTUGUESE ODOO LOCALIZATION ACTUALLY COVER?

Much more than a Portuguese chart of accounts

Localization is sometimes understood as little more than language, taxes and a local chart of accounts.

Portugal requires considerably more.

The Portuguese PT+ localization covers three major areas:

  • Invoicing and operational compliance
  • Accounting and tax reporting
  • Payroll and HR related obligations

And because these capabilities remain integrated with Odoo, the company can continue using the same sales, purchasing, inventory, eCommerce, Point of Sale, HR and accounting workflows rather than maintaining separate Portuguese systems.

That integration is where localization starts to create operational value.

CERTIFIED INVOICING IN ODOO

Invoices need to meet Portuguese rules from the moment they are issued

Portuguese legislation requires certified invoicing software in situations defined by law, together with specific controls over fiscal documents. The Portuguese Tax Authority also requires elements such as QR Codes and unique document codes under the applicable invoicing framework.

With the Portuguese localization, Odoo can support fiscal documents including invoices, invoice receipts, simplified invoices, credit and debit notes, receipts and transport documents.

The localization also provides series registration via webservice, ATCUD, QR Codes and the controls required for fiscal documents, together with the generation and storage of the invoicing SAF-T file.

This means the invoicing process remains connected to the rest of Odoo.

  • A quotation becomes a sales order.
  • The sales order generates the invoice.
  • The invoice follows Portuguese fiscal requirements.
  • The payment can then be reconciled against the same accounting record.

One process. One database.

ATCUD AND DOCUMENT SERIES

Portuguese compliance starts before the first invoice

One configuration detail is particularly important in Portugal: document series.

Fiscal document series must be registered with the Portuguese Tax Authority before they are used. The Portuguese localization supports this communication directly from Odoo through the AT webservice.

This is therefore something we define during implementation, rather than discovering when the company is ready to issue its first production invoice.

We need to understand questions such as:

  • How should document series be structured?
  • Are different companies, establishments or business units involved?
  • Which document types will be issued?
  • Which users need permissions to communicate with the AT?
  • How will production and testing environments be separated?

These may look like technical configuration decisions.

In reality, they are part of the company's fiscal operating model.

SAF-T IN ODOO

Portuguese reporting can stay inside the ERP

SAF-T is another fundamental part of operating an ERP in Portugal.

The PT localization supports SAF-T for invoicing as well as Accounting and Integrated SAF-T exports.

This matters because SAF-T quality depends on the data that has been generated throughout the ERP.

  • Customers.
  • Suppliers.
  • Taxes.
  • Products.
  • Documents.
  • Accounting entries.
  • Fiscal positions.

A SAF-T file should therefore never be considered an isolated month-end export, since if master data or processes are incorrectly configured upstream, the consequences eventually appear in reporting.

This is why Portuguese compliance needs to be considered when the Odoo database is designed, rather than added after the operational implementation is complete.

E-FATURA AND PORTUGUESE ACCOUNTING

Accounting does not need to live in a separate Portuguese system

This is an important point for companies evaluating Odoo in Portugal.

The localization goes beyond invoicing.

Odoo PT supports the Portuguese SNC accounting framework, including local charts of accounts and tax configuration, as well as accounting reports such as the trial balance, balance sheet, income statement and cash flow reporting.

It also covers Portuguese fiscal processes including:

  • Periodic VAT returns and related annexes
  • Annual VAT reporting
  • Recapitulative statements
  • Withholding tax and Modelo 10
  • Stamp Duty reporting through DMIS
  • Fixed assets and Modelo 32

The localization also supports synchronization with e-Fatura, including importing supplier information and creating supplier bills from data obtained from the Portuguese Tax Authority.

This creates an important possibility for Portuguese companies.

Sales, purchasing, inventory and accounting can operate in the same Odoo environment rather than exporting operational information into a separate accounting platform.

PORTUGUESE PAYMENTS

Localization should also reflect how customers actually pay

Compliance is only one part of localization, local business practices matter too.

In Portugal, Multibanco and MB Way are significant payment methods.

The PT localization supports Multibanco and MB Way through providers including Eupago and Ifthenpay, with payment references generated on invoices and automatic reconciliation when payment is received.

This means the customer payment experience can remain connected to Odoo's invoicing and accounting flows.

Again, this is why we prefer to think about localization as part of the whole business process rather than as an accounting add-on.

STOCK, TRANSPORT AND POS

Portuguese requirements extend beyond Accounting

A company moving goods in Portugal may also need compliant transport documentation and communication with the AT.

The localization supports transport and delivery documents communicated through the Tax Authority webservice, as well as the mandatory year-end inventory file.

For businesses using Odoo Point of Sale, the localization also supports Portuguese fiscal documents in retail and hospitality scenarios, including invoices, invoice receipts and simplified invoices, together with the relevant QR Code, ATCUD and SAF-T requirements.

This becomes particularly relevant when Odoo is being implemented as a complete operational ERP rather than only as an accounting system.

WHAT ABOUT PAYROLL?

Portuguese payroll can also remain connected to Odoo

For companies using Odoo PT localization also extends Odoo Payroll to Portuguese requirements.

This includes configurable Portuguese earnings and deductions such as meal allowances, overtime, Christmas and holiday allowances, absences and benefits in kind, together with calculations related to IRS withholding.

The localization also covers Portuguese reporting obligations including DMR, DRI and Relatório Único and integrates payroll with Odoo HR processes such as Time Off, absences, approvals and SEPA payments.

The advantage is again integration.

  • Approved absences can affect payroll.
  • Employee expenses can be included in payroll.
  • Payroll generates accounting entries.
  • Payments and accounting remain connected.

There is no need to reconstruct the same information across multiple systems.

HOW WE IMPLEMENT ODOO FOR PORTUGAL

Localization is part of the implementation, not a final configuration step

When Oxalyo implements Odoo for a Portuguese company, we do not wait until the end of the project to discuss localization.

Portuguese requirements affect the design of the solution from the beginning.

We typically need to understand the company's legal entities, invoicing flows, document types, taxes, accounting requirements, payment methods, stock movements, Point of Sale requirements and payroll scope.

From there, we configure the relevant Portuguese localization components together with the standard Odoo applications.

This is particularly important for international groups - A Belgian, French or Swedish company opening a Portuguese entity may want the same CRM, Sales, Purchase or Inventory processes used elsewhere in the group.

The Portuguese company still needs its own local fiscal configuration.

Odoo's multi-company architecture supports different fiscal localization packages for different companies, which allows an international group to maintain shared ERP processes while respecting country-specific requirements.

That is often a much better architecture than creating a separate ERP simply because one entity operates in Portugal.

THE MOST COMMON MISTAKE

Treating localization as something to configure after the ERP is designed

Imagine an implementation where Sales, Purchase and Inventory have already been configured.

  • Products have been created.
  • Customers and suppliers have been migrated.
  • Invoice flows have been designed.

Only then does someone ask:

“What do we need for Portugal?”

At that stage, apparently small localization requirements can force changes upstream.

  • Document structures may need to change.
  • Taxes may need to be reviewed.
  • Series need to be defined and registered.
  • Customer and supplier data may need additional validation.
  • Stock flows may affect transport documents.
  • Payment processes may need Portuguese methods.
  • Accounting data may need to satisfy SAF-T requirements.

We therefore bring localization into the process design early.

It avoids having to retrofit compliance onto an ERP that was designed without it.

Assuming “Portuguese localization installed” means the implementation is finished

Installing localization modules provides the capabilities, but they still need to be configured around the company.

  • The correct taxes need to be applied.
  • Fiscal positions need to make sense.
  • Document series need to reflect the business.
  • AT communication needs to be configured.
  • Accounting structures need to fit the company.
  • Payment providers need to be selected where relevant.
  • Users need the correct permissions.
  • And the complete process needs to be tested before production.

Good localization therefore combines software capability with implementation knowledge.

The module alone cannot understand how your company operates.

OXALYO'S TAKE

Odoo can be a Portuguese ERP without becoming a separate Portuguese ERP

Companies choosing Odoo often do so because they want one platform connecting commercial, operational and financial processes.

Operating in Portugal should not mean giving that integration up.

With the appropriate Portuguese localization, Odoo can support local invoicing, fiscal reporting, accounting, payments and payroll requirements while remaining connected to the wider ERP.

At Oxalyo, our role is to bring those two dimensions together.

Odoo standard wherever standard works.

Portuguese localization wherever Portuguese legislation and business practices require it.

And one coherent process across both.

That is what makes Odoo work in Portugal.
